I could be wrong since I'm not too good at reading Kanji anymore,
but the original Japanese report seems kind of speculative. There’s nothing in there (as far as I can tell) about him actually signing or being close to signing, just that he is been communicating with the Mariners, who are seen as the favorites by some baseball people. Then it goes on to say how Seattle might be an attractive destination for Japanese players.

What you said is pretty much what the article is sayng.
It does mention that a signing with the Mariners could possibly happen soon, but nothing is official. It may not even be close for all we know. It’s probably still speculation though the source sounds legit.
