I think if he was anywhere but Citizen's Bank, no.
His tRA has been worse in the past, and his HR/FB is a up a tick this year. He could still be serviceable BOR filler for someone, if the Phillies eat his contract.
That being said, that two-year contract was silliness.

Pedro may bust and Jamie will be moved back.
He really doesn’t have the skill set for a good reliever.
This is the opening Ichiro needed to really open up his lead in the walk race.
