NEW YORK -- The Nationals continue to add depth to their bullpen, signing left-hander Horacio Ramirez to a Minor League contract Monday. He is expected to report to Triple-A Syracuse on Tuesday.

Depends on your definition of "can throw a baseball."
In the general sense, yes, he can motion his arm forward and have a baseball move at some trajectory that is at least relatively forward. Beyond that…
