As expected, the M's have offered arbitration to Beltre and not to Bedard. Remember that, with the new changes, the Mariners can still negotiate with Bedard if they want to, whereas in the past they wouldn't have been able to until May 15th.

In the past this would be the case because the Mariners wouldn’t be able to negotiate until May 15th of next season (making him unlikely to re-sign), but with that rule abolished there is no reason for the Mariners to offer arbitration to Branyan.
And Branyan wants more than 1 year anyways
Wouldn’t really make a difference for either of them as far as what’s kept them from making a deal so far.
Remember when Bavasi refused to offer Jose Guillen arbitration, even though Jose said he wanted to test the free agent market?

… Erik Cordier 22nd pick in the second round (63rd overall), who in five years in the minors has yet to get out of A-ball.
The Royals only got a second round pick because the Mariners also signed Guardado that off-season; Guardado ranked higher than Ibañez so the Twins got the Mariners first round pick. The Twins, being the Twins, appear to have turned that pick into decent value – they selected Glen Perkins with the Mariners first round pick.
