Yes, and for the most part that's what wOBA* is (wOBA star in case SBN eats my asterisk)
It’s wOBA adjusted for the home park. But, much like tRA isn’t regressed, wOBA isn’t either so luck still plays a role. We have the formula for tRA(reg), we need to create one for wOBA.
Interestingly, Beltre has been a lot unluckier on fly balls than line drives
