It would appear that the soon to be home run king tested positive for some form of amphetimine and then, rather than man up and admit it, tried to blame it on Mark Sweeney.
I'm not sure what is worse, telling everyone he never failed a drug test, when he did, or ratting out a teammate.

Sure
If the quote ended with "that was actually his doing" then it might make sense (still may be true or false), but it's obvious that he did blame Sweeney right in that very incident.
