I'd expect TR Sullivan to be sure about it before reporting it, so consider it a done deal. No financials have been released, but before getting bent out of shape if he signed a deal worth less than the one the Mariners "reportedly" offered him, keep in mind that Bavasi never acknowledged that Seattle was targeting him.
Update: It's a five-year deal worth $60m. Apparently, the Rangers can void the last year if he doesn't hit a specific number of innings. No way did I think AJ Burnett would be the silver medal this offseason.

ESPN is reporting 5 years $60 Million
When this offseason started I never imagined he would get more money than Burnett.
For some reason I don't see him coming close to that 2.86 ERA he had last year.Not in that little league park.
The little league park
The outfield dimensions at TBIA are actually fairly large. The reason why so many runs are scored there is that the ball travels extremely well, and the batter's eye is very good.
The park itself, though, isn't a "little league park," or any smaller than average.
